Louisiana

Louisiana runs its roof grant as a lottery — but a separate tax credit backs it up if you don't win.

Status, in one line Three separate benefits exist here — a parish-limited grant lottery, a statewide tax credit, and a mandatory insurance discount — and which ones apply to you depends on where you live and whether you win the lottery. As of this review, the 2026 grant lottery round has closed; the tax credit and insurance discount don't depend on a round being open.

The grant: it's a lottery, not first-come-first-served — and the 2026 round is closed

The Louisiana Fortify Homes Program (LFHP), run by the Louisiana Department of Insurance, provides grants up to $10,000 toward an IBHS FORTIFIED Roof upgrade — but only in 25 specific eligible parishes (check the official eligibility map at FortifyHomes.La.Gov, or see county pages as they're added to this site). When a round opens, eligible homeowners register during a fixed window; when it closes, winners are drawn at random, not by who applied first. The most recent round opened June 1, 2026 and closed June 19, drawing 3,000 winners — and as of this review, that round has closed with no new round yet announced. Get on the alert list at FortifyHomes.La.Gov to hear about the next one. Grant money is paid directly to your contractor, not to you.

Funding has grown substantially: $30 million was already budgeted for 2026–27, and Governor Landry signed legislation in May 2026 adding another $50 million on top — roughly $80 million behind the program for 2026, the most yet. A permanent funding source (the first $5 million annually from surplus lines insurance taxes) takes effect July 1, 2026, so this isn't a one-time pot that runs out for good.

Not in an eligible parish, or didn't win? The tax credit is the fallback

Louisiana's FORTIFIED Roof Tax Credit is a separate, statewide benefit: a nonrefundable income tax credit up to $10,000 for retrofitting your primary residence to the IBHS FORTIFIED Roof standard, for expenses incurred on or after July 1, 2025. It sunsets December 31, 2031. You pay for the roof yourself, then claim the credit at tax time — you can't claim both the grant and the tax credit for the same roof.

Separately, if you do win an LFHP grant, that grant amount is excluded from Louisiana state income tax — it's not counted as taxable income.

The part that applies no matter what: a mandatory insurance discount

Under Louisiana Department of Insurance Regulation 136 (effective April 2026), every property insurer in the state must discount the hurricane portion of your premium once your home is FORTIFIED-certified — regardless of whether you got there through the grant, the tax credit, or paying for it entirely yourself. The exact discount amount depends on location and the level of FORTIFIED designation achieved.

How to apply

For the statewide tax credit (Form R-90157), contact the Louisiana Department of Revenue directly — it's filed at tax time, not through the LFHP portal.
