North Carolina

North Carolina's roof money is real, but it's tied to a specific coastal insurer — not a statewide program.

$5K free FORTIFIED endorsement after a covered roof loss
Status, in one line Unlike every other state on this list, North Carolina's roof money isn't run by a state agency open to any homeowner — it's tied to whether your property is insured by NCIUA, the state's coastal insurer of last resort. If you're not an NCIUA policyholder in the right territory, none of these apply to you directly.

Why this state is different

The North Carolina Insurance Underwriting Association (NCIUA) — the "Beach Plan," created to insure coastal properties that standard insurers won't — runs three separate mitigation programs. None of them are open to the general public the way Alabama's, Oklahoma's, or Kentucky's grants are. Eligibility is determined by your NCIUA policy type and which rating territory your property sits in.

1. Strengthen Your Roof (SYR)

Up to $10,000 toward a FORTIFIED Roof replacement, available at any income level — but only for NCIUA policyholders in rating territories 110 and 120, which covers the Outer Banks and Barrier Islands specifically, not the broader coast.

2. Strengthen Your Coastal Roof

Up to $6,000, for NCIUA policyholders across 18 named coastal counties (Beaufort, Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Hyde, Jones, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrrell, and Washington) — a wider geographic net than SYR but a smaller grant. $20 million was announced behind this tier.

3. NCIUA Stronger Roof (free FORTIFIED endorsement)

This one isn't a grant application — it's built into eligible NCIUA policies at no added cost. After a covered roof loss where damage exceeds half the roof's replacement cost, you can elect to rebuild to the FORTIFIED standard and NCIUA covers up to $5,000 of that upgrade, evaluator fee included.

Stacking option for low-income NC homeowners

The Clean Energy Fund of the Carolinas (CEFC) offers a supplemental grant up to $5,000 for homeowners at or below 200% of the Federal Poverty Level who are approved for one of the three NCIUA programs above — this stacks on top, it doesn't replace them, and CEFC also offers it to non-NCIUA-policyholders under the same income limit.

Dare County is also within rating territories 110/120 for the larger $10,000 program — see its page for that distinction. The other 17 are Coastal Roof tier only:
